From HBM's Nuclear Tech Wiki

Borax is an uncommon powder that can be mined from depth ores, it has few uses, mainly being used to make boron and iron.

Production

Borax has three uses: making boron with an acidizer or an arc furnace, making flux when crafted with sand and increasing the efficency of saturnite production.

In terms of efficency to make boron the most efficent way is to make it via the acidizer, given that it does benefit from effectiveness upgrades and without them the efficency is the same as the arc furnace, both yielding 3 tiny piles (or nuggets if the arc furnace is in molten mode) and +25% effectivness per level in the acidizer.
